Procedure FCL.900 c og FCL.1000 c

This procedure describes requirements for issuing Danish EASA Instructor and Examiner privileges to holders of third-country certificates.

Instructors

Issue

To be issued Instructor's privileges according FCL.900 c, the applicant must have undergone the appropriate instructor training course at an EASA approved ATO. Assessment of competence for initial issue, must be performed by an Examiner working under Danish oversight (see below) or by a TBST appointed Examiner.

The following documentation must be sent to TBST following the training and assessment for initial issue of Instructors privileges:

  • Drivers licence or another document with current address
  • Passport
  • ATO approval Certificate
  • Course completion certificate
  • Applicant's Licence and medical (if applicable)
  • Any further information/documentation as required in the latest version of "Examiner Differences Document" section 2.4.1 and section. 2.4.2.

Revalidation

Revalidation of FCL.900.c instructor privileges are performed according to PART.FCL subpart J. Every second revalidation AoC (every 6 years) must be performed as an assessment of competence and this assessment of competence, must be performed by an Examiner working under Danish oversight (see below) or by a TBST appointed Examiner.

Renewal

If an instructor's privileges expires, PART-FCL requirements for renewal must be met. This renewal procedure must in all cases include an assessment of competence, performed by an Examiner working under Danish oversight (see below) or by a TBST appointed Examiner. This assessment will cover any other supervised instruction that could be required for renewal eg FCL.940.TRI TRI - Revalidation and renewal (b) (1) (iii).

The following documentation must be sent to TBST following an assessment for revalidation or renewal of Instructors privileges:

  • Applicant's licence, certificate and medical (if applicable)
  • Assessment of competence form if required
  • “Revalidation and renewal instructor privileges” form
  • Any further information/documentation as required in the latest version of "Examiner Differences Document" section 2.4.1 and section. 2.4.2.

Fee

There will be 2 different fees for these FCL.900.c tasks. For issue on behalf of another FCL.900.c privilege the fee is found in table 4A8.

For other issues, revalidation and renewal the fee is found in table 4A6

Examiners

Issue of examiner's privileges are performed according to the procedure for examiners as described on examiner.dk. However, as this happens in a third country ATO, certificate and licence requirements will be accepted if they comply with ICAO Annex 1

It will also be possible to issue Examiner privileges on behalf of other FCL.1000.c privileges. In this case the fee is found in table 4A8.

The possibility to perform the required Examiner seminar in the third country is available.

Examiners working under Danish oversight.

Examiners working under Danish oversight may perform Instructor assessment of competence of FCL.900.c Instructors for issue, revalidation and renewal of privileges.

To be accepted as working under Danish oversight, an Examiner must receive a briefing and an assessment of competence by a Danish Inspector or a Senior Examiner appointed to do so by TBST. This assessment must be performed while the Examiner is performing an assessment in a third country with a FCL.900.c Instructor. This assessment will be valid for 3 years.

All FCL.1000.c Examiners issued by TBST are per definition working under Danish oversight.

Fees according to Examiners.

FCL.900.b and FCL.1000.b

Examiners and Instructors applying for special conditions will follow the guidelines of this procedure. Since the basis of FCL 900.b issues are very different, the Authority must be contacted in each case.

Senior Examiners

Training Organizations may be granted the option for internal Senior Examiners restricted to perform Examiner assessments for revalidation of Examiner privileges in a specific organization or organizations

This Senior Examiner must meet experience requirements as described in the Senior Examiner procedure. For these applicants there will be standardization training including participation in the Danish Examiner seminar, a briefing with Danish inspector and minimum 1 oversight in the role as Examiner.

This Senior Examiner must receive an annual standardization briefing with TBST including an oversight in the role as Examiner or Senior Examiner. This standardization will keep the same standardization  level as FCL.1000 Senior Examiners.

There will be 2 different fees for these FCL.1000.c tasks. For issue on behalf of another FCL.1000.c privilege the fee is found in table 4A8.
