Examiner Certification Process
1. Initial Examiner Certification
To become an examiner within the EASA system, candidates must meet specific training and testing requirements, in addition to holding instructor privileges and fulfilling the prerequisites outlined in Commission Regulation (EU) No 1178/2011, Annex I, Subpart K (effective from April 8, 2013).
Application & Theory Training:
- Before certificate issue and when all training and assessment is performed, candidates must complete an Examiner Application Form.
- Upon meeting the prerequisites, the applicant must complete the following theoretical components:
- Examiner Theory General – Completed by attending an Examiner Seminar.
- Examiner Theory Specific – Completed through self-study in conjunction with flight training. Briefing with a Senior Examiner will be scheduled to cover this item.
- Examiner Flight General – Also covered via self-study and during flight training.
The applicant will receive all relevant training material, which will be reviewed in detail with an inspector or a senior examiner appointed by the Danish Civil Aviation and Railway Authority.
Flight Training:
- Examiner Flight Specific training is conducted in a simulator, aircraft, or both, depending on the privileges sought.
- Generally, two training profiles per applied privilege are required.
- For example, an examiner applying for CRE privileges in SEP(land), MEP(land), and SET(land) must complete six training profiles.
- Training flights are performed with dummy candidates, which the applicant must arrange unless otherwise agreed with the Danish Civil Aviation and Railway Authority.
Assessment Process:
- The final training flight serves as a progress test, where the applicant must demonstrate the necessary competencies before proceeding to the Examiner Assessment of Competence.
- During the Assessment of Competence, the applicant will conduct an actual skill test, proficiency check, or instructor assessment, evaluated by an inspector or senior examiner appointed by the authority.
- Upon successful completion, the applicant is issued an Examiner Certificate with the relevant examiner privileges.
Important:
All examiner training and assessments must be conducted by an inspector or a senior examiner appointed by the Danish Civil Aviation and Railway Authority.
2. Revalidation of an Examiner Certificate
To revalidate an examiner certificate before expiry, the applicant must:
- Have conducted at least six skill tests, proficiency checks, or instructor assessments of competence in the validity period.
- Have attended an Examiner Seminar conducted by the competent authority during the final year of the certificate’s validity.
- Have had at least one skill test, proficiency check, or instructor assessment from point (1) observed by an inspector or a senior examiner authorized by the authority.
- Submit a completed Examiner Application Form for revalidation.
Additional Requirement:
- The applicant must have conducted six tests/checks per examiner privilege held (e.g., TRE, CRE, IRE).
- If this requirement is not met, the privilege will be removed, unless the observed test mentioned in point (3) is performed for that specific privilege.
3. Renewal of an Expired Examiner Certificate
To renew an expired examiner certificate, the applicant must:
- Fulfill the pre-entry requirements for an initial examiner application as per Part-FCL Subpart K.
- Attend an Examiner Seminar, as required for a new examiner applicant.
- Successfully pass an Examiner Assessment of Competence.
During the Assessment of Competence, the inspector or senior examiner will verify that the applicant:
- Possesses the necessary knowledge and skills to perform the applied privileges.
- Is up to date with current regulations.
A completed Examiner Application Form is required for renewal.
4. TRE Privilege Extension to Additional Types
Applicable only to TRE/SFE(MPA/SPA/MPH/SPH))
- No training flights are required for extending TRE/SFE privileges to additional types.
- The only requirement is to pass an Examiner Assessment of Competence on the new type.
Important:
- The certificate expiry date remains unchanged.
- To extend the examiner certificate validity period, the applicant must attend an Examiner Seminar before taking the assessment.
5. Adding New Examiner Qualifications
An examiner wishing to add additional qualifications (e.g., an FE seeking IRE privileges or a TRE(MPA) holding TR, SKT, IR(PCR), and ATPL seeking AofC(TRI, SFI) privileges) must:
- Meet the same requirements as a new examiner applicant.
- Complete specific theoretical and practical training relevant to the new privilege(s).
- Pass an Examiner Assessment of Competence to demonstrate the required competencies.
Note:
- Attendance at the Examiner Seminar (Theory General) is not required for these cases.
- However, the applicant may choose to attend the Examiner Seminar, which extends all examiner privileges by three years.
- If the seminar is not attended, the examiner certificate’s expiry date remains unchanged.
